Rate-limit this pick (for hover-driven callers). A throttled pick made within the throttle window of the previous rendered pick reuses that pick's result instead of rendering again; it never reports a miss merely because it was throttled. Defaults to false: explicit picks, such as clicks, always render and return an exact result.
